DESCRIPTION:

This newly created position will plan, organize, direct and implement financial and accounting activities and operations for MAAC Project; reporting to the Senior Vice President, the successful candidate will direct, integrate and manage the preparation of financial analyses and reports; direct and oversee development of annual operating and grant-funded budgets and long-range financial forecasts; provide expert professional assistance and support to MAAC management and the Board on financial, accounting and related matters; and perform related duties as assigned.

This single position class is responsible for managing and integrating comprehensive financial and accounting services for MAAC Project, including budgeting, financial forecasting and analyses, financial aspects of grants development and management, accounts receivable for tenant payments, financial reporting and accounting. Responsibilities and assignments are broad in scope and allow for a high degree of administrative discretion on issues that are complex, interpretive and evaluative in nature.

ESSENTIAL DUTIES & RESPONSIBILITIES:

o Plans, organizes, controls, manages and evaluates the work of the Finance and Accounting department;
· Participates in establishing operational plans and initiatives to meet department goals and objectives with subordinate supervisors and staff;
· Implements departmental plans, work programs, processes, procedures and policies required to achieve overall department performance results;
· Coordinates and integrates department functions and responsibilities to achieve optimal efficiency and effectiveness;
· Participates in developing and monitoring performance against the annual departmental budget.
o Participates with other managers in establishing strategic plans for MAAC Project;
· Sets overall management and policy goals and objectives for the department;
· Coordinates department program and policy issues with managers of other departments and/or on an agency-wide basis.

o Plans and evaluates the performance of supervisors and staff; establishes performance requirements and personal development targets; monitors performance and provides coaching for performance improvement and development.

o Plans, organizes, directs and oversees budget development and administration for agency-funded and grant-funded programs and activities;
· Develops, implements and interprets budget processes, policies and procedures;
· Reviews, analyzes and develops recommendations regarding budget requests and other issues;
· Prepares and delivers budget presentations, which include highly sensitive and confidential information to senior management and the Board.

o Manages and participates in financial planning activities and analyses involving an in-depth understanding of accounting and financial principles and practices;
· Creates financial forecasting models for real estate, capital development and other programs and projects;
· Analyzes and determines the impact of economic and legislative changes on financial plans and budgets;
· Provides financial planning assistance and expertise to other departments;
· Performs analyses for complex business agreements and financing arrangements and develops and provides recommendations to best protect MAAC’s interests;
· Negotiates with business partners and financial institutions on behalf of the agency.

o Plans, organizes, manages and directs MAAC’s general accounting activities and operations;
· Ensures the maintenance of accounting records in compliance with applicable accounting standards, laws, rules, regulations and policies;
· Establishes and enforces sound internal controls for all accounting operations, including accounting for the receipt of rent payments from low income housing residents;
· Ensures proper accounting for all expenditures and revenues in accordance with GAAP and other accounting standards;
· Directs and ensures payment of vendors and contractors per contract and agreement terms and conditions;
· Directs and oversees payroll accounting and controls in accordance with agency salary policies.

o Provides expertise, guidance and assistance to staff, senior management, grantor agencies and external customers/stakeholders;
· Evaluates specialized information and data and provides decisions and recommendations on a wide range of financial matters;
· Advises on availability of funds for long-term projects;
· Understands, enforces, interprets and explains complex regulations, laws and guidelines.
o Directs and oversees coordination of departmental activities with external auditors.

OTHER DUTIES:

o Provides staff support to the Finance Committee of the Board of Directors.

o Represents MAAC on professional and community boards and committees.

QUALIFICATIONS:

Knowledge of:

o Theory, principles and practices of general and fund accounting including financial statement preparation and methods of financial control and reporting

o Principles and practices of:
· Budgeting
· Strategic and long-term planning
· Cost and fixed asset accounting
· Internal control and audit
· Business data processing particularly related to the processing of accounting and financial information
· Business administration, including purchasing and contracting and the maintenance of records
· Effective management and supervision

o GAAP, FASB and other applicable accounting standards and requirements.

o Laws and regulations relating to the financial administration of non-profit agencies similar in size and scope to MAAC Project.

Ability to:

o Plan, organize, manage and integrate MAAC Project’s finance and accounting activities and operations to meet agency objectives, professional standards and legal requirements.

o Define issues, analyze problems, evaluate alternatives and develop sound, independent conclusions and recommendations in accordance with laws, regulations, rules and policies.

o Analyze and make sound recommendations on complex financial data and operations.

o Understand, interpret, explain and apply MAAC policies and local, state and federal law and regulations applicable to MAAC's financial accounting, reporting and recordkeeping.

o Develop and implement financial procedures and sound internal controls.

o Evaluate financial programs and make sound recommendations for improvement.
o Perform complicated mathematical calculations and analyses.

o Prepare clear, concise and comprehensive financial statements, reports and written materials.

o Exercise sound independent judgment within general policy guidelines.

o Exercise tact and diplomacy in dealing with sensitive, complex and confidential issues.

o Establish and maintain effective working relationships with agency management, Board members, supervisors, employees, funding agency representatives, business partners, community and other organizations and others encountered in the course of work.

Education & Experience:

A typical way of obtaining the knowledge, skills and abilities outlined above is graduation from a four year college or university with a major in finance, accounting, business administration or a closely related field; and at least seven years of progressively responsible financial and accounting experience, at least three of which were in a supervisory or management capacity; or an equivalent combination of training and experience.

Licenses; Certificates; Special Requirements:

A valid California driver's license and the ability to maintain insurability under MAAC’s vehicle insurance policy.

Certified Public Accountant, Certified Internal Auditor or Certified Management Accountant is highly desirable but not required.

SALARY:

Mid 60’s to high 70’s annually, depending on experience. This position is also eligible to receive full benefits (including medical, dental, and vision plans) for employee and qualified dependents.
